Kristin Skinner, P.E., PTOE
President
Prior to starting Priority Engineers, Inc. in April of 2011, Ms. Skinner acquired more than twelve years of experience with other local consulting firms and with the Missouri Department of Transportation. Although her background has primarily been in traffic and transportation, she has also worked on commercial and residential site design projects, storm water studies, and sanitary sewer design and modification projects. These experiences, along with four years with MoDOT and acting as an interim assistant City Engineer give her a well-rounded foundation from which to approach projects. Whether using a traffic model to present a proposed improvement or answering questions at a public meeting, Kristin is comfortable discussing technical data with concerned citizens and informed professionals alike.
Jesse Skinner, P.E., PTOE
Senior Transportation Engineer
Prior to joining Priority Engineers, Inc. in April 2016, Mr.
Skinner worked in the transportation engineering field for over 17 years for the Missouri Department of Transportation. His rolls at MoDOT included serving in management rolls as the District Maintenance
Engineer with responsibilities over operations within the 9-county region of
the Kansas City District, and as an Area
Engineer, providing leadership for
his area and as the departmental liaison for elected officials, other
stakeholders, and the media. Prior to holding management
positions within MoDOT, Jesse enjoyed performing a number of technical
roles within the department.
Jesse strongly believes in the principal of servant
leadership and attributes his prior successes in part, due to his ability to
listen to others, understand what is important to them and then come up with
practical solutions that have often incorporated innovation.
David Scrivens, P.E.
Senior Construction Inspector
Mr. Scrivens joined Priority Engineers, Inc. in 2019 following a 29 year career at the Missouri Department of Transportation. Mr. Scrivens began his MoDOT career as a construction inspector in the Kansas City District. He later became a Resident Engineer and retired as an Assistant Maintenance and Traffic Engineer in the Northwest district. David brings a wealth of knowledge and expertise to every project he assists on.
